Yes, MT creates static pages and they're only affected when new pages
are created or existing ones edited, so the version number won't change
until that happens. When you log in (a dynamic page) you'll see the
updated version number on the log-in page.

I've restarted Apache, and am looking into why it was as we speak. (Very
unusual...)
